China Diplomatic Transport — Protocol, Security & Discretion

Diplomatic transport in China operates within a framework that no standard chauffeur service can navigate: Ministry of Foreign Affairs notification requirements, diplomatic plate vehicle authorisations, security liaison with the Public Security Bureau, and route clearance protocols that vary by the principal's country of origin, the nature of the visit, and the specific city. FFGR China has developed, over years of operation in Beijing and Shanghai, a diplomatic transport capability that integrates seamlessly with official protocol — without drawing attention to itself, without creating friction for the host-side security interlocutors, and without compromising the principal's security posture.

MFA Coordination — The Notification Framework

For official diplomatic visits to the People's Republic of China, the Ministry of Foreign Affairs Protocol Department manages the ground logistics framework, including vehicle authorisations, hotel-to-venue escort protocols, and security coordination with the Ministry of Public Security. FFGR China's diplomatic operations team is experienced in the MFA notification process for both bilateral diplomatic visits and multilateral organisation delegations.

We do not replace the MFA framework — we complement it. Our vehicles operate within the designated convoy positions, our drivers are briefed on the specific protocol requirements of each visit, and our dispatch team maintains a live communication channel with the host-side protocol officer throughout the visit. For non-official diplomatic travel (working visits, private appointments by diplomatic staff), we operate independently of MFA channels with full discretion.

Diplomatic Plate Vehicles — Authorisation & Availability

Diplomatic plate vehicles in China are issued by the Foreign Affairs Bureau and are category-specific: D plates (Wài 外) for diplomatic missions, O plates (Lǐng 领) for consular posts, and Z plates (Jī 机) for international organisations. These plates authorise access to restricted lanes and diplomatic compounds that standard black-plate vehicles cannot enter.

For consular clients in Guangzhou, Chengdu, and Shanghai, we coordinate with our licensed partners in those consular districts. Availability for diplomatic vehicles must be confirmed with our desk at least 5 business days in advance of the visit.

Security Liaison — Working with the PSB

For high-profile diplomatic visits, the Public Security Bureau assigns a protective detail that operates in advance of and alongside the principal's vehicle. FFGR China's drivers and dispatch team are familiar with PSB advance protocols — the pre-departure route survey, the checkpoint clearance sequence, the communication frequencies used by the escort detail. We do not compete with the PSB detail; we operate within it, occupying the position that the host-side protocol prescribes.

For visits not covered by an official PSB detail — working visits by mid-ranking diplomatic staff, private social engagements by diplomatic principals — we provide our own close-protection-aware chauffeur team, briefed on the principal's security requirements and equipped with secure communications. Our drivers in this tier hold close-protection familiarisation qualifications from EU or UK training programmes.

Route Clearance — The Technical Requirement

Route clearance for diplomatic transport in Beijing involves coordination with the Traffic Management Bureau of the Beijing Public Security Bureau, pre-notification of hotel security, and, for state-level visits, coordination with the Central Security Bureau. FFGR China's diplomatic operations team manages this process end-to-end for visits that require it, producing a route card that documents the primary route, the alternate route, the safe house locations, and the emergency extraction points along each corridor.

For city-centre diplomatic transfers in Beijing during high-sensitivity periods — National Day, NPC sessions, major international summits — we apply heightened route protocols with additional vehicle positioning at key intersections and a lead-car ahead of the principal's vehicle. This is standard diplomatic transport practice; we execute it without requiring briefing from the client's own security team.

NDA Protocols — Confidentiality as Infrastructure

Every FFGR China employee involved in a diplomatic transport assignment — driver, dispatcher, concierge, route survey officer — signs a specific NDA covering the identity of the principal, the nature of the visit, the route used, and all observations made during the assignment. This NDA survives termination of employment and is subject to Chinese law plus the governing law of the client's jurisdiction where applicable.

We do not maintain public records of diplomatic transport assignments. Our dispatch logs for diplomatic clients are maintained on an isolated system not connected to our standard operations platform, and are accessible only by our diplomatic operations director and, on request, by the client's designated security officer. Photographs of the principal, the vehicle, or the route are prohibited under our standing operating protocol.
